Malcolm L. Heins Chair

Malcolm Heins has a background of experience in law, regulation, governance, strategic planning, operations and public affairs. From 2001 to 2012, Mr. Heins was the Chief Executive Officer of the Law Society of Upper Canada, the regulator of Ontario's 41,000 lawyers and 2,700 paralegals. Under his tenure the Law Society was completely restructured and the regulation of paralegals successfully incorporated into the mandate.

Prior to joining the Law Society, Mr. Heins was President and CEO of the Lawyers' Professional Indemnity Company, and before that he was President and CEO of Simcoe Erie/GAN Canada.

As a volunteer Mr. Heins has played a leading role in the growth and development of the Law Society Foundation's charitable programs and serves on the boards of Pro Bono Law Ontario, the Canadian College of Naturopathic Medicine, and Cancer Care Ontario.


Brian G. Armstrong, Q.C. Team Member

After being called to the Ontario Bar in March of 1970, Mr. Armstrong worked at the national headquarters of a federal political party, and then in 1971 returned to Toronto to work as a special assistant to the premier of Ontario before entering the practice of law in 1974. He was appointed a Queen's Counsel in 1981.

In March of 1989, he went to Hill and Knowlton Canada Ltd., first as head of the firm’s public opinion research division, then as executive vice-president and COO. In 1991 he joined the firm of Smith Lyons where he became a senior partner. In October 2000 he joined Bruce Power as its General Counsel and Corporate Secretary. He was designated as executive vice-president and General Counsel in 2007. Mr. Armstrong retired from Bruce Power in 2012.

Chilwin C. Cheng Team Member

Chilwin Cheng is Associate Counsel and Director, Knowledge Management for Bull, Housser & Tupper LLP in Vancouver. He leads equity financings, mergers & acquisitions, and reorganizations; designs major commercial arrangements; and also leads the firm’s knowledge management operations.

Having earned his LLB from University of Toronto, and MBA from Simon Fraser University, Chilwin has worked as a sole practitioner, a Crown counsel, and chief counsel of Canada’s stock exchange regulator. He also founded a legal technology startup, developing products such as and and won BC Business Magazine’s Top Innovator in 2011.

In his practice, he combines his entrepreneurial, legal, and executive experience by working with major organizations (governments, legal aid societies, and in-house counsel) to develop business systems to improve the delivery of legal services.

Monica N. Goyal Team Member

After graduating with her undergraduate degree from the University of Waterloo, where she was a Dean's List Scholar, Ms. Goyal attended Stanford University, where she earned her Master’s degree in Electrical Engineering. She also holds a law degree from the University of Toronto.

Ms. Goyal has extensive industry experience as an electrical engineer – she was employed in the United States and Canada in research and development with several major telecommunications and semiconductor companies.

Upon completion of her law degree, she worked with a top Canadian IP firm and then developed My Legal Briefcase – a technology solution to empower individuals with their legal needs. She leverages her background in law and technology to advise several Toronto area investors on strategic issues around areas of law and technology.


Pascale Pageau Team Member

Me Pascale Pageau is president and joint shareholder of Delegatus, which she founded in 2005 after working for seven years in the civil and commercial litigation groups of two large Montreal law firms.

Chair of the CBA’s Women Lawyers Forum since 2011, Me Pageau is also currently a member of several committees of the bars of Montreal and Quebec. In 2005, she was president of the Young Bar Association of Montreal, and in 2006-2007, was on various decision-making committees of the Bar of Montreal (Council) and of the Québec Bar (Administrative council and general council).

Me Pageau is often a guest speaker, covering a range of subjects, including work-family balance, business development, changes in the legal services industry as well as on the innovative services offered by Delegatus.


Stephen Taran, H.B.A., LL.B. Team Member

Mr. Taran obtained his Honors Business Administration and LL.B. from The University of Western Ontario, articled at McCarthy Tétrault in London and was called to the Ontario Bar in 1997.  His business-minded approach to the practice of law inspired the creation of TVA | The Legal Outsourcing Network®. 

TVA's clients are lawyers who outsource their court appearances, discoveries, drafting, document review, due diligence and research on a task-by-task basis to its network of over 75 contract lawyers throughout Canada. TVA has brought outsourcing to the practice of over 1,000 lawyers in the past 15 years.

Mr. Taran has presented seminars and webinars in the area of law practice management and civil litigation.

Mr. Taran was the President of the Middlesex Law Association and is involved with many charitable organizations.  His love of technology always keeps him connected.

Leonard J. Brody Team Member

Leonard Brody has been called a “controversial torchbearer for this new world order.” He is a respected entrepreneur, venture capitalist, best-selling author and media visionary. He has helped raise millions of dollars for startup companies, been through one of the largest internet IPOs  in history and has been involved in the building, financing and/or sale of five companies to date. Leonard was recently awarded Canada's Top 40 Under 40.

In 2004, Mr. Brody co-founded, and was CEO of, NowPublic, a citizen journalism online news source, recently acquired by the Anschutz Corporation. Currently he sits as the President of the Clarity Digital Group.

Mr. Brody holds a BA from Queen's University, a law degree from Osgoode Hall and is a graduate of the Private Equity Course at the Harvard Business School.


Andrew Fleming Team Member

A member of the Business Law Group of Norton Rose Canada LLP and its Banking and Financial Products practice team, Mr. Fleming has extensive experience in business law, including banking, company and securities law, and regulatory requirements relating to financial institutions and products, as well as corporate transactions, financings and mergers & acquisitions. Mr. Fleming participated in structuring the first global covered bond programme by a Canadian issuer (RBC), and the first ever covered bond issue in Canada, also for RBC.  In addition, he participated in the structuring of an innovative structured finance shelf offering for RBC in Canada.  He has also acted as arbitrator in international business matters. Mr. Fleming is listed as one of Canada’s leading Capital Markets lawyers in The Legal Media Group Guide to the World’s Leading Capital Markets Lawyers.
